Rules of Use


CSLP's exclusive vendor contracts with artists to create art for the youth, teen, and adult summer library programs each year to create a poster, bookmark, and spot art in black and white and color. The exclusive vendor negotiates with each artist a worldwide exclusive use of their art for CSLP for a limited time. The copyright for the art rests with the artist.

The value to CSLP and its exclusive vendor is the exclusivity of the art and its use. The exclusive vendor must know there will be an exclusive market to justify their large investment in inventory before a single product is sold. CSLP derives the majority of its income from a license fee (for the use of the CSLP Name and logo) paid to CSLP by the exclusive vendor, based upon the gross sales of all products produced by CSLP's exclusive vendor.

Due to copyright and contractual arrangements between the exclusive vendor and the artists and the exclusive vendor and CSLP, CSLP members are expected to be aware of the following rules of use.

1) Manuals
Use during the program year (October 1 - September 30) for:

  • training to help librarians prepare for the summer program

Translate any page into any language or adapt any page to a format necessary to serve people with special needs

All materials in the manual may be used for internal library use for promotional and programming purposes after the program year ends.

Reprint manuals for publication under the library's name or implied ownership.

Distribute manuals to libraries, organizations or individuals that are not CSLP members as defined by CSLP bylaws. (see bylaws on CSLP website http://www.cslpreads.org/ )

Order for, share, or lend current CSLP Program Manuals to any non-profit or for-profit agency, business or partner/sponsor, including libraries or a library system that is not a CSLP member. 2) CD/DVD

Use CD/DVD that accompanies manual during the program year (October 1-September 30) for:

  • promotional & programming activities- e.g., bibliographies, program schedules, fliers, take home activities
  • training to help librarians prepare for the summer program
  • summer library programs done in cooperation with other state agencies as coordinated by the state library agency or association

All materials on the CD/DVD may be used for internal library use for promotional and programming purposes after the program year ends.

Put the full contents, or significant portions, of the CD/DVDs that accompany the CSLP program manuals on-line.

Make copies of the CD/DVDs that accompany the CSLP program manuals to give to a non-profit or for-profit agency, business or partner/sponsor, including libraries or a library system that is not a CSLP member.

Share portions of the CD/DVDs that accompany the CSLP program manuals for distribution or reprint by any non-profit or for-profit publication, agency, business or partner/sponsor, including libraries or a library system in a non-member state.

3) Artwork/Graphics/ Logos, including images from the Manual/CD/DVD, or in any other form, whether printed or electronic

Use during the program year October 1 - September 30 (CSLP artwork MUST be removed from library websites and social networking sites by October 1) for:

  • promotional & programming activities- e.g., bibliographies, program schedules, fliers, take home activities
  • training to help librarians prepare for the summer program
  • summer library programs, done in cooperation with other state agencies, coordinated by the state library agency or association, such as incentives offered by state departments of Education, Natural Resources, Tourism, Historical Societies etc.
  • follow-up information to schools, final reports and thank you letters to sponsors or partners
Use on member web pages:

Use in regional or state library agency publications to promote summer reading or list summer activities for youth.

Use to create a quantity of less than 10,000 customized reading records or customized reading certificates to be printed in-house or by a local printer.

Use for all other customized paper items from CSLP Exclusive Vendor, as follows:

  • CSLP Exclusive Vendor gets first right of refusal on all custom paper orders (with the exception of reading records and reading certificates in quantities of less than 10,000)
  • Custom paper orders must meet minimum quantities
  • Intent to custom order paper products must be communicated to CSLP Exclusive Vendor by October 15.
  • Custom paper orders declined by CSLP Exclusive Vendor may be printed in-house by the CSLP member or by a local printer

Use for customized orders of non-paper items as follows:

  1. CSLP Exclusive Vendor gets first right of refusal for all non-paper custom orders.
  2. Use for non-paper items that cannot be customized by CSLP Exclusive Vendor and/or that are not available from CSLP Exclusive Vendor by submitting a Customized Product Proposal to receive a copyright release: Go to the "About CSLP" section of the CSLP website http://www.cslpreads.org/ In the drop down menu beneath "About CSLP", click on "Forms." In the "Forms" menu, click on "Customized Product Proposal." Fill out the proposal and click submit. The chair of the Copyright/Rules of Use Committee will review the Proposal and then send a copyright release form to you. (Please note: If a product or a substantially similar product is for sale via CSLP Exclusive Vendor, that product may not be re-printed or manufactured with CSLP art/graphics by someone other than CSLP Exclusive Vendor.)

Product purchased from CSLP Exclusive Vendor may be customized locally with the CSLP member's name and the names of any Partners/Sponsors.

All materials on/in the Manual/CD/DVD may be used for internal library use for promotional and programming purposes after the program year ends.

Order for, share, or lend current CSLP art/graphics or incentives to any library in a non-member state or system.

Questions about any other use of CSLP art/graphics should be directed to the Copyright/Rules of Use Chair. Contact info for the C/ROU Chair is available on the CSLP website http://www.cslpreads.org/

Allow business partners, sponsors, community organizations, or individuals to reproduce CSLP art/graphics in their business newsletters, or extend use of the art/graphics from the CD/DVD to any other location, except for an approved use by an approved Partner or Sponsor. See Section 4 of the Rules of Use.

Share with/allow performing artists to use CSLP art/graphics to promote their services/programs.

Ask a third party vendor to create an item for your summer library program that can be purchased from CSLP Exclusive Vendor.

Alter/manipulate CSLP artwork in any manner that changes its original appearance.

4)Partners/Sponsors

CSLP members may actively solicit and encourage the business community, service clubs, nonprofits, schools, and other organizations or entities to become a Partner or a Sponsor of a CSLP member's events, programs, and services as long as the CSLP member does not accept Partnerships/Sponsorships that reflect in a negative manner on the CSLP organization, do not align with the CSLP mission statement ( see Article 2 of the CSLP bylaws), or is not in the best interest of the health and safety of the CSLP organization or its participants. Any Partnership/Sponsorship sought by a CSLP member should be with an entity who shares a common mission with CSLP--to develop interest in reading for pleasure; to encourage and motivate children and adults to improve their reading skills; to increase awareness of public libraries; to encourage the use of all public library resources; and, to support, develop, and promote high-quality summer reading programs.

  • CSLP members may acknowledge Partners/Sponsors by the display of the name, logo and/or a brief description of their Partners/Sponsors and their Partner's/Sponsor's contributions of cash, products or services-in-kind to the CSLP member in the CSLP member's promotional materias for their summer library programs. The display of a Partner's/Sponsor's logo, internet address or brief description may not contain a hyperlink to the Partner's/Sponsor's website.
  • CSLP members may allow a Partner/Sponsor to display posters indicating they are a Partner/Sponsor of the CSLP member's summer library program(s). CSLP members may place the Partner's/Sponsor's logo on any item created from the Manual/CD/DVD. The only CSLP art/graphics a CSLP member may allow a Partner/Sponsor to use are the CSLP Approved Logos found in the Downloads section of the CSLP website.
Allow partners/sponsors (the business community, service clubs, nonprofits, schools, and other organizations or entities) to reproduce CSLP art/graphics in any form from the Manual/CD/DVD or extend the use of CSLP art/graphics from the Manual/CD/DVD to any other location. The only CSLP art that is allowed to be used by Partners/Sponsors are the CSLP Approved Logos found in the Downloads section of the CSLP website.
5) Website/Social & Professional Networking

Use on member web pages:

Public library members of CSLP having accounts with social networking sites, may post CSLP public service announcements on their library account. (CSLP artwork MUST be removed from library websites and social networking sites by October 1)

CSLP State Representatives with electronic discussion lists serving the member libraries of their state may post CSLP information and products via their state lists.

Post significant portions of Manual /CD/DVD on library website, electronic lists or social networking sites.
6) Miscellaneous

A CSLP member or a 501 (c) (3) organization that is associated with a CSLP member may resell purchased items solely for the purpose of supporting the charitable or educational purposes of the CSLP member. Resale is not permitted in any other circumstances.

Use any surplus items purchased from CSLP Exclusive Vendor.

All U.S. military bases are considered CSLP members and are subject to all CSLP Rules of Use.

CSLP members may use a program at a time of the year other than summer but must order CSLP product during the regular ordering cycle for the program to insure product availability and receive the CSLP price.

Share proprietary information belonging to the CSLP -- including but not limited to RFPs, RFQs, contracts, annual program planning manuals with accompanying CD/DVDs, art or products offered through the CSLP Exclusive Vendor -- via social and professional networking sites, video-sharing sites, or any other electronic venue that is open and available to non-CSLP members.

Photocopy incentive items (e.g., reading records, posters, reading certificates, etc.) purchased from CSLP Exclusive Vendor via the CSLP catalog/order form.

Rules of Use FAQs


1. As long as I do not use CSLP artwork, am I allowed to have items made by a vendor, other than CSLP’s exclusive vendor, with the words of the summer reading program’s theme on it?

Yes, as long as the words of the theme appear in a font different from the font used by CSLP.

2. Is the art created in-house (the clip art & black/white line drawings) by our exclusive vendor subject to the same rules of use as the art that is created for CSLP for the posters, bookmarks, bags, t-shirts, etc.?

Yes. All CSLP art/graphics—pieces created by the nationally-known artists hired by our exclusive vendor and pieces created in-house by our exclusive vendor’s artists—must be used in compliance with the CSLP Rules of Use.

3. I am a school librarian. I want to use the CSLP program manuals at my school and order items from the CSLP catalog/order form for my school. How do I get the materials?

Only public libraries, as defined by the Federal State Cooperative System, are eligible for full and unrestricted membership in CSLP. Therefore, the CSLP materials (manuals and order forms) are only available to CSLP public library members. In the few areas of CSLP member states where there is no public library offering a summer reading program, a CSLP State Representative is allowed to work with a school library that is willing to offer a summer reading program so that the children of that area who would not otherwise have access to a summer reading program can participate. If a CSLP public library member would find it advantageous to initiate a partnership with a local school to help promote the summer reading program at the public library, they are allowed to do so. A partnership between a public library and local school must be initiated by the public library CSLP member and is subject to the guidelines of the CSLP Rules of Use.

4. May we use an image from the DVD on a cake for the finale of our summer reading program? A local bakery would produce the cake. It would be a delightful way to end our summer program.

Given the ephemeral nature of a cake and it is not an item available from CSLP’s exclusive vendor, go to the “About CSLP” section of the CSLP website http://www.cslpreads.org/

In the drop down menu beneath “About CSLP”, click on “Forms.” In the “Forms” menu, click on “Customized Product Proposal.” Fill out the proposal and click submit. The chair of the Copyright/Rules of Use committee will review the proposal and then send a copyright release form to you so you can have your cake and eat it too!


5. Is it OK to edit/alter the CSLP artwork—such as changing the colors or adding color to the line art or photo shopping a piece of art to remove part of it or to add a new element to it?

No, it is not acceptable to alter (other than increasing or decreasing the size) the CSLP artwork. The Rules of Use say you may not: Alter/manipulate CSLP artwork in any manner that changes its original appearance.

6. Is it OK to put CSLP graphics on t-shirts we did not purchase from CSLP’s exclusive vendor?

No. T-shirts with CSLP graphics on them are available from CSLP’s exclusive vendor. If you want to create your own t-shirts, you cannot use CSLP graphics.

7. Is it possible to have the t-shirts we purchase from CSLP’s exclusive vendor customized locally?

Yes, you can purchase your t-shirts from CSLP’s exclusive vendor and have them customized locally with the logos of your program's sponsors, your library’s imprint, names of staff, etc.

8. Our library staff would like to use the CSLP art to create one quilt to give as a grand prize at the end of our summer reading program. Are we allowed to do this?

Given that just one unique quilt will be made and given away, the quilt is not an item available from CSLP’s exclusive vendor, and the quilt will be produced by your library staff, you are granted permission to use the CSLP art to create your quilt.
